Cheap and cheerful

We found Hotel Limon in our Lonely Planet Guide. It was much better than we expected from the 'dusty faded glory' description. It is a very beautiful building with a lush tiled central garden. The rooms are small but perfectly adequate and very clean. Bathrooms good. Price is very low. The staff were pleasant and helpful (we needed to ask for an extra towel and it was not problem).

Cheap, but they were rude.

Indeed clean and cheap with a good location, but they yelled at us because we took a towel without asking, even though they took the towels in the first place way before check out time. Were very rude

Good value, very clean, Hotel

We stayed here 2 nights in Oct. 2013. Location is very central, just behind the cathedral. A little bit of a climb to reach the Hotel, but not bad. Room was very clean & comfortable. Not much of a view. Room had a ceiling fan, but it only worked on "high" speed. The staff did not seem very interested or friendly, except for the housekeeping staff who clearly take their jobs very seriously & keep the hotel spotless.

Great value

Simple but clean rooms, and comfortable mattresses. Nice central courtyard. Free filtered water. Great price and location, just a block from the main square. 24 hour reception. Parking 56 pesos extra, 1 block away.

Cute, Clean, Rooms Vary in Quality

My spouse and I visited Xalapa and fell in love with the place. As a result, we spent nearly one month at Hotel Limon, so I figure we have a good impression over time!
The hotel is very clean, and the cleaning ladies clean the rooms thoroughly every day. The inner courtyard is very cute, with pretty blue tiles. As the other reviewer pointed out, the single rooms tend to be small and stuffy, and feel a bit grotty, especially in contrast with the airy courtyard. However, we stayed in a room with two beds, at the back of the hotel, and this one was airy, with a big bathroom and a window. I definitely recommend checking multiple rooms.
The staff was quiet, but helpful whenever we asked them. They were kind and accommodating. There's someone at reception and they lock the gate after 11 PM (they open it for you, of course) so the place felt very safe. Our room at the back overlooked the parking lot, and music from the shopping street was loud and distracting during daytime (9 AM to 9 PM approx.) The parking costs 50P per day, and is NOT adjacent to the hotel. Rather, you have to go around to the other street.
Though they don't advertise it, the cleaning staff can wash your clothes for you. It's cheaper than lavanderias that charge 30P for a full batch of clothes.
Hotel Limon is very conveniently located just one block north of the cathedral and the zocalo (Parque Juarez.) Although be warned, you have to climb a pretty steep hill to get to the hotel. (The whole of Xalapa is like this, so you'd better get used to it!) Everything is within walking distance in the center of Xalapa, so you can easily reach excellent cafés, bars, restaurants and parks from Hotel Limon.
About Xalapa: in my humble opinion, it's perhaps one of the best cities in Mexico. There's GREAT coffee, and a seemingly endless supply of excellent restaurants offering economical comida corridas in the afternoon. There's beautiful parks (Paseo de los Lagos to the south, Macuiltepetl further north) and the place is filled with beautiful architecture.
Only downside for me was the lack of wifi anywhere in the hotel.
Also, if you're thinking of visiting Xalapa in the winter (end of December to mid-February), be warned that cold fronts turn the otherwise pleasant weather into bouts of wet, cold misery.
